Using it at the end of the stagger meter actually helps you keep the enemy staggered for longer, because they won't recover until the move is over. Highwind is almost the opposite. I normally use Lightning as my party leader because I love Army of One, but for enemies that have a ton of HP that you need to kill as quickly as possible like Adamantoises or a few of the mission marks , Fang rocks thanks to Highwind. You can get the damage meter up after a stagger pretty quickly with Tri-disaster anyway--Army of One is nice, but it can be made up for by three Ravagers working together for a turn or two.

Highwind, on the other hand: there's no other way you're going to do hundreds of thousands of damage in one hit like that.
